Meeting public-private partnership platform "St. Petersburg Initiative" was held November 22, 2016 in the Russian Ministry of Natural Resources, chaired by
N. Inamov and was devoted to waste management.
The event was attended by representatives of the Ministry of Russia, Rosprirodnadzor, Ministry of Construction of Russia, the Russian Foreign Ministry, the Committee for Nature Use, Environmental Protection and Ecological Safety of St. Petersburg Government, financial institutions (EBRD, NEFCO, «KfW» Bank, Gazprombank, Vnesheconombank and others. ), as well as representatives of companies from Russia, Finland, Austria, Japan and Italy.
The sides agreed to assess progress in addressing environmental issues Landfill "Red Forest" over the past few months, the meeting progressed in discussing ways to ensure environmental safety of the storage of hazardous toxic waste buried in the landfill.
At the same time at the event, it was noted that the need to improve the interaction between the authorities and the leadership of the landfill, as well as the companies prepared using the latest technology to carry out activities for the safe disposal of such waste. N. Inamov also noted the importance of developing a strategic road map, which should be spelled out in detail the role of each stakeholder.
Subject recycling in Russia using international experience aroused great interest among the participants of the meeting. In particular, representatives of the Ministry of Construction of Russia Rosprirodnadzor and provided information about the changes in the Russian legislation concerning the processing of MSW. Resolutions of the RF Government shall be regulated by the rules of the auction for the provision of services for the collection and transportation of MSW as well as the procedure for the collection, transportation, treatment, disposal, burial and disposal of MSW.
Representatives of the banking sector informed about their experiences in the implementation of optimal financing schemes for waste management projects. In particular, the head of the Russian representative office of the German Development Bank KfW Catherine Galitsin told about the experience of the introduction of BAT when waste disposal in Germany and on the bank's participation in the projects in a number of countries, including Russia Northwestern Federal District.
For its part, the representative of NEFCO Artyushchenko Vitali spoke about the financial instruments and projects of the organization in Russia in the field of the environment, including waste management.
Head of the Department of Health and Environmental Protection Administration environment, Munich Rudolf Fuchs spoke about the German experience in the management of industrial and household waste using BAT.
In turn, representatives of Russian banks noted an insufficient number of projects that could be financed with the available financial instruments.
A separate unit in the framework of the meeting were presented the technology and designs of a number of European and Asian companies: Fortum is / Ekoko, Baltika, Carlsberg, Vomm, EVN, Mitsubishi. Noting the significant progress made by companies in the localization of the production and import substitution.
National Coordinator of the project, UNIDO UN Industrial Development Vladimir Marev stated the need to focus on the recycling of waste, and also suggested the creation of complex production - ekotehnoparkov using examples of advanced countries (Japan, etc.).
Chairman of the Inter-regional public organization "Union of Conservation" Veronica Tarbaeva talked about incentive program for residents of Vasilyevsky Island district of St. Petersburg, "Hand over the batteries correctly." The project has been collected about 30 thousand. Battery transferred to further processing, held open ecological lessons and other activities.
Finally N.Inamov stressed that in the future, "the St. Petersburg Initiative" will continue project work and implement decisions already made, activating the mechanisms of public-private partnerships in the environmental field. This is especially important in light of the Year of Ecology in Russia.
